WASHINGTON, D.C. – Today, the U.S. Senate passed U.S. Senator Rand Paul’s amendment that would permanently ban all funding of gain-of-function research in China. This is following much back-and-forth with Dr. Fauci, and continually defending against the use of American taxpayer dollars in funding gain-of-function research, which aims to enhance the infectiousness or severity of a virus. The amendment is co-sponsored by U.S. Senator Ron Johnson (R-WI), U.S. Senator Tommy Tuberville (R-AL), Dr. Roger Marshall (R-KS), U.S. Senator Mike Braun (R-IN), and U.S. Senator Thom Tillis (R-NC).
“We don’t know whether the pandemic started in a lab in Wuhan or evolved naturally,” said Dr. Paul. “While many still deny funding gain-of-function research in Wuhan, experts believe otherwise. The passage of my amendment ensures that this never happens in the future. No taxpayer money should have ever been used to fund gain-of-function research in Wuhan, and now we permanently have put it to a stop.”
Senate Amendment 2003 bans the National Institutes of Health and any other U.S. agency from funding any gain-of-function research in China.
The amendment defines gain-of-function research as “any research project that may be reasonably anticipated to confer attributes to influenza, MERS, or SARS viruses such that the virus would have enhanced pathogenicity or transmissibility in mammals.” This is the same definition the NIH used when implementing a funding moratorium on gain-of-function research in 2014-2017.
The origin of the COVID-19 virus is unknown. It has yet to be determined if the outbreak began through contact with infected animals or due to a laboratory accident at the Wuhan Institute of Virology in China. But this pandemic, and the questions of its origin, has exposed the inherent risk of gain-of-function research and never again will taxpayer dollars fund this type of research in China.
During a Senate HELP hearing on May 11, Dr. Paul specifically asked Dr. Fauci about the funding of gain-of-function research at the Wuhan Institute of Virology, and the potential link between the COVID-19 outbreak and the lab itself. Gain-of-function research essentially involves juicing up naturally-occurring animal viruses to infect humans.
For years, Dr. Ralph Baric, a virologist in the U.S. has been collaborating with Dr. Shi Zhengli of the Wuhan Virology Institute, sharing his discoveries about how to create super viruses. During their research, Dr. Baric and Dr. Shi worked together to insert bat virus spike protein into the backbone of the deadly SARS virus and then used the man-made super virus to infect human airway cells.
Much of the research they were doing was funded through Dr. Fauci’s NIH and NIAID.
When Dr. Paul asked Dr. Fauci whether he supports the NIH funding of the lab in Wuhan, Dr. Fauci, a strong supporter and ardent advocate of gain-of-function research, claimed that the NIH “has not ever and does not now fund gain-of-function research in the Wuhan Institute of Virology.”
Despite Dr. Fauci’s previous denials, there is ample evidence and backing by the scientific community that the NIH and the NIAID, under his direction, funded gain-of-function research at the Wuhan Institute of Virology. A multitude of scientists have reviewed this research and said it meets the definition for gain-of-function. Many of these scientists have also discussed the inherent dangers of conducting gain-of-function research and the risks it poses to the human population.

According to an article published in the British Medical Journal in October 2020, the COVID-19 vaccine trials were not designed to determine if the vaccines were safe or effective.[1] This was a problem since the primary reason for getting any vaccine should be because it has been proven to be safe and to prevent serious illness, hospitalization, and death.
The author, Peter Doshi, is associate editor of the journal. He begins by stating that while Anthony Fauci and the FDA assured the public that only safe and effective vaccines would be made available, this was not possible due to study design.
The phase III trials of the Moderna and Pfizer vaccines were designed to end after 150-160 “events” were reported. The definition of an event was quite liberal and could include a person with a cough and a positive lab test. Mild symptoms and a test with a very high false positive rate (see articles on this topic in the Health Briefs Library) made it easy to record the required number of events, end the trial early, and apply for Emergency Use Authorization. This might be good for drug company sales, but what about consumers?
Doshi gives the drug companies the benefit if the doubt on study design, pointing out that one of the reasons for categorizing mild symptoms and a test as an event might have been that the rate of severe illness and hospitalization due to COVID-19 was so low – only 3.4% overall. This means that even trials with tens of thousands of patients would only show a few cases of severe illness. And these trials were much smaller. Of course, a reasonable person might ask why a vaccine is needed for a disease that has a such a low rate of severe illness and hospitalization and an overall survival rate of 99.98%. But as we have learned during the last 15 months, reasonable people are not in charge of our government right now.
Doshi reports that the drug companies acknowledged the limitations of the trials. Tal Zaks, chief medical officer of Moderna, admitted that the trial could not determine whether or not the vaccine reduced hospitalizations based on its size and duration. This did not stop Moderna from reporting to the media that hospital admissions were a “key secondary endpoint.”
Zaks also admitted that the trial could not determine whether or not the vaccine reduced the risk of death from COVID, stating “Would I like to know that this prevents mortality? Sure, because I believe it does. I just don’t think it’s feasible within the timeframe [of the trial]…”
And then Zaks admitted that the trials would not even demonstrate that the vaccine would prevent transmission because a trial that would evaluate this endpoint would take too long and would be too expensive. Really? Moderna received almost a billion dollars from The Biomedical Advanced Research and Development Authority (BARDA), which is part of the Department of Health and Human Services. The taxpayers funded the development of this vaccine and Moderna is arguing that proving efficacy is too expensive.[2] Really?
But that’s not all. the federal government also committed $1.5 billion for 100 million doses of the Moderna vaccine. Americans did not get a vaccine that was safe and effective, but we did make Moderna executives rich. Stock sales that coincided with announcements of trial results totaled $100 million dollars for just three executives.[3]
in addition to providing funding, the U.S. government assisted Moderna by distributing false information about the trials. A press release from the National Institutes of Health stated that Moderna’s trial “aims to study whether the vaccine can prevent severe covid-19” and “seeks to answer if the vaccine can prevent death caused by covid-19.”
Doshi writes that most of the general public assumes that the point of the trials is to test safety and efficacy, and asks Zaks, “How do you reconcile that?”
I give Zaks credit for honesty. He replied, “Very simply…we have a bad outcome as our endpoint. It’s covid-19 disease.” In other words, NIH press releases concerning the Moderna vaccine were patently false, and the trial was a charade.
Doshi points out that issues with study design for trials of flu vaccines are not new. He reports that only two placebo-controlled trials including elderly people living in community settings have ever been conducted, and neither was designed to evaluate differences in hospital admissions or deaths. A further limitation is that increased uptake of flu vaccines has not led to a reduction in mortality from flu.
Shockingly, Peter Marks, an FDA official involved with vaccine approvals agreed, stating that flu vaccines only prevent flu in about half of the people who get them.
Perhaps most alarming is Doshi’s warning about adverse events resulting from vaccines that were rushed to market in the past – like the COVID vaccines. Examples include contaminated polio vaccines in 1955, cases of Guillain Barre as a result of flu vaccines in 1976, and narcolepsy which was a side effect of one flu vaccine in 2009.[4]
The only reason a person would agree to receive one of these vaccines is ignorance of the facts, and the government and vaccine makers are working very hard to make sure that people do not have access to factual information.

At the end of March, amid absolutely no signs of trouble whatsover in “the data” – and after the establishment excoriated the “neanderthal thinking” of several red states for ‘prematurely’ and ‘recklessly’ lifting their COVID restrictions, freshly-appointed CDC Director Rochelle Walensky went “off-script” (though if one watches here eyes it appears she is very much reading a script) to warn the public about her “impending doom” following a very modest rise in COVID cases and hospitalizations.
“Right now, I’m scared,” Walesky, choking back tears, exclaimed.
Fauci doubled-down with the doom finger-pointing…
“I think the reason we’re seeing this plateauing and the increase that I hope doesn’t turn into a surge is because we are really doing things prematurely right now with regard to opening up.”
At the time we pointed out that Walensky’s level of fearmongering is disgusting and disingenuous and the American people are growing more and more insensitive to such evocations.
Now, just 6 weeks later, as all the doomsaying, fearmongering, panic-inducing double-speak was proven completely misplaced, and amid political pressure from even the leftest of leftists to “do something”, the masks are off and freedom (for the vaccinated) is offered back to ‘we, the people’.
Just two weeks after announcing a mask revision on April 27 to allow people who are fully vaccinated to do most things outdoors, with some precautions – again amid political pressure from an increasingly confused American public – CDC announced it revised its mask guidance again, now enabling those who are fully vaccinated to forgo wearing masks both indoors and outdoors.
“Anyone who is fully vaccinated can participate in indoor and outdoor activities — large or small — without wearing a mask or physically distancing,” said Walensky.
“Based on the continuing downward trajectory of cases, the scientific data on the performance of our vaccines and our understanding of how the virus spreads, that moment has come for those who are fully vaccinated,” she continued.
The message from the CDC could not have changed more drastically in this brief 45 days period…
U.S.—Concerned citizens from all over the nation were really pitying their unfortunate lot in life that not a single individual in recent memory had risen up to warn them about the dangers of unchecked government power amid reports of gas shortages, rapidly rising prices on just about everything, and everyone in power lecturing them about pronouns and face coverings every day.
“Oh! Woe is us,” exclaimed one man waiting in an hour-long queue at a gasoline station so he could fill up grocery bags with the scarce fuel. “How did it ever come to this without even one person warning us about what would happen?”
“It’s like our government officials just did whatever they felt like doing with no regard to the Constitution and now we’re in a big mess and no one even bothered to warn us,” mourned another citizen.
“If someone had run for office warning about all these things, I would have definitely voted for that guy,” declared one woman who had lost her business and was now waiting in line to fill up her plastic bags too. “Even if he wasn’t the most charismatic or smooth-talking of the bunch. We just needed an honest guy to come around, like a sweet grandpa, and I don’t know, maybe if this honest grandpa tried to explain basic economics, obscure monetary policy, and the Constitution, and we all voted for him, maybe we’d all be better off right now. How crazy that in a country as big as ours, no one like that ever ran for office?”
At publishing time, the world continued to seem like it was on fire and it’s really a shame that no one ever warned about any of this beforehand.

I’ve been writing articles criticizing Anthony Fauci’s response to COVID-19 almost since the debacle began almost a year ago. I’ve stated publicly that he is either the most amazingly incompetent physician in America, or he’s a criminal. Perhaps both. At some point we anticipate the opportunity to ask him about the inconsistencies in his public statements and the decisions he has made that have destroyed peoples’ lives as part of the discovery process for our growing number of lawsuits. What is astonishing to me is that Fauci’s incompetence has been documented for decades before the COVID hoax was unleashed on the world while he somehow managed to maintain his powerful position.
The information provided in this article is drawn from the book I co-authored with Shane Prier, COVID Operation: What Happened, Why It Happened, and What’s Next; research I conducted on HIV/AIDS in the early 1990s; and some recent research into Fauci’s performance during his long tenure as head of the National Institute of Allergy and Infectious Disease (NIAID).
On the surface, Fauci appears to be impressive. He graduated first in his class from Cornell Medical School. He has received many awards and accolades during his career, including The 2016 International AIDS Society President’s Award (07/19/2016). He was named a 2019 Distinguished Fellow of the American Association of Immunologists (03/22/2019), and was honored for 35 Years of Leadership in HIV Policy and Research by AIDS United’s Public Policy Council (10/02/2019).
He presents himself as knowledgeable and people refer to him as an expert. But not all is as it seems. Fauci, like many non-elected officials who hold their positions for a significantly long period of time, has made friends with many important politicians, drug company executives, and influencers like Bill Gates. His flaws include an unwillingness to admit that he is wrong, and conflicts of interest cast suspicion on his decisions. Yet he remains a powerful person, more so than most elected officials. And during his long, powerful tenure, there is no evidence that he has succeeded at anything at all. In fact, one might describe Fauci’s career as one failure after another.
Fauci and HIV/AIDS
Fauci began his career with the National Institutes of Health in 1968 and by 1977 he had risen to deputy clinical director of the NIAID. He had never practiced medicine, was not known as a great scientist or researcher, and had never managed a large agency. He did, however, have a lot of ambition and the HIV/AIDS crisis presented a great opportunity for him to gain political power.
In 1985 NIAID received a small amount of funding for HIV/AIDS, but over time this grew to billions of dollars of funding, and was a significant percentage of the total budget for the NIH.[1] Fauci’s hypothesis was that all AIDS cases were caused by HIV infection, and that his agency should focus on the development of a vaccine.
Unfortunately for Fauci, inconvenient data began to surface which showed that not all people with AIDS were infected with HIV. When confronted with the fact that 4621 clinically diagnosed AIDS patients were HIV-negative, Fauci, in conjunction with the CDC, renamed these cases as “idiopathic CD-4 lymphcytopenia (ICL).”[2]
Fauci also chose to ignore the fact that HIV /AIDS did not share common characteristics of infectious diseases, which do not discriminate based on sex. This is true of all known infectious diseases including flu, polio, hepatitis, tuberculosis, and pneumonia. AIDS, on the other hand, developed in a few high-risk groups such as intravenous drug users and gay males using recreational drugs, occurred in ten times as many men as women, and preferred gay over straight men.
Another issue is that infectious diseases spread exponentially, but AIDS did not follow this pattern either. It steadily increased from a few dozen cases in 1981 to tens of thousands over a long period of time. It did not explode and become widely spread, nor did it decline which is typical as a population gains herd immunity.[3]
In other words, Fauci ignored a growing body of evidence showing that his hypothesis was incorrect, but would not change his mind, his focus, or the activities of his agency. But that’s not all.
AZT stands for azidothymidine, a drug originally developed as a treatment for cancer. The drug was not only ineffective for treating cancer, but almost all experimental mice treated with it died of extreme toxicity.[4] The drug performed so badly that Burroughs-Wellcome did not even bother to patent it. In spite of this, the company proposed using it to treat AIDS patients based on its ability to prevent HIV from multiplying in a test tube.
Executives from Burroughs lobbied the FDA to begin clinical trials immediately. While clinical trials are supposed to be double-blind and placebo controlled, everyone soon knew which patients were taking AZT due to the horrific side effects of the drug. But the FDA approved AZT for the treatment of AIDS patients anyway, in part due to public pressure to find a cure.
Even with the known side effects of the drug, NIAID, under Fauci’s direction, decided to conduct a clinical trial of AZT on pregnant mothers with HIV who were also addicted to intravenous drugs. The trial was ended early when Fauci and his collaborators announced that they had reduced HIV transmission by two thirds – from 25% to 8% with AZT treatment.[5] The data showed that 13 out of 180 babies born to AZT-treated mothers were HIV-positive as compared to 40 out of 184 babies born to mothers given a placebo.
Fauci seemed to ignore the fact that most babies were not born HIV positive in the placebo group, and to save 27 babies, 180 mothers and 153 of their unborn babies were given a toxic drug with significant side effects. The early termination of the clinical trial meant that AZT treatment for HIV positive pregnant mothers would become a standard of care without any long-term follow-up concerning the effect on the mothers or their babies. By this time Fauci knew that HIV was not the cause of AIDS, which made the promotion of this treatment appear even more careless.
In the book Good Intentions,: How Big Business and the Medical Establishment are corrupting the Fight Against AIDS, published in 1991, Bruce Nussbaum described Fauci as a “lackluster scientist” who “found his true vocation – empire building” when he finagled himself to the head of NIAID.[6] He wrote, “Tony Fauci’s managerial incompetence had exacted a staggering cost. By 1987, more than a million Americans were infected by the AIDS virus. Not a single drug treatment had come out of the government’s enormous biomedical research system. At the end, Fauci barely survived by handing over control of the government’s only AIDS drug trial program [to a pharmaceutical company.”[7]
In 2008, after squandering billions of dollars on HIV vaccine research, and authorizing a questionable clinical trial on pregnant women, Fauci admitted that little was known about HIV. He said that out of the tens of millions of people who had been infected with HIV, there was not one documented case of a person who was infected and cleared the virus. This, according to Fauci, meant that “…we don’t even know if the body is capable of eliciting a protective immune response.” He also acknowledged that there were many people referred to as “long-term non-progressors” who are somehow able to live for a long time with the virus.[8]
Fauci and Bioterrorism
After 9/11, Fauci decided that bioterrorism was a major threat. Even though his supposed area of expertise was infectious disease, and the agency he heads is supposed to be dedicated to allergies and infectious disease, the good doctor poured billions of dollars into “Project Bioshield,” some of which was redirected from research on infectious disease. The agency reduced its grant awards by $117 million in order to fund Fauci’s new priority.[9]
There was significant disagreement in the scientific community about Fauci’s choice, with many believing that not only was the funding misallocated, but that the projects that Fauci funded posed significant risk to the general population. According to Barbara Rosenberg, a bioweapons expert with the Federation of American Scientists in Washington DC, “I think our security will decrease, because access to dangerous pathogens and expertise in working with them is going to increase vastly, and along with that will go a vast increase in the possibility of accidental escape, misuse, theft and bioterrorism.” Her concerns were not unfounded – the FBI had reported that the perpetrator of the 2001 anthrax attacks may have had links to the military’s biodefense resources.[10]
In 2007, after squandering billions of dollars of government money, Fauci admitted that the threat of anthrax was not as great as “…if you blasted off a couple of car bombs in Times Square.”[11]
Still Incompetent Today
I am not the only person who thinks Fauci is incompetent. According to a 2020 article in Science, Fauci’s “… failure-ridden search for a vaccine that can stop the AIDS virus has delivered yet another frustrating defeat. The HIV vaccine that had moved furthest along in human testing does not work, and the $104 million trial in South Africa evaluating it has been stopped early. “There’s absolutely no evidence of efficacy,” says Glenda Gray, who heads the study and is president of the South African Medical Research Council (MRC). “Years of work went into this. It’s a huge disappointment.”[12]
Fauci’s response: “We were struggling for years and years, and so we grabbed onto the slightest positive effect.”[13] He later said “I was always saying [a respiratory illness like COVID-19] would be my worst nightmare.” But as the COVID-19 debacle began, he seemed unconcerned. He first said that the Chinese virus was nothing to be concerned about, and that there was no reason to wear a mask. This was the beginning of gross mismanagement, misrepresentation, and outright lying, which seems to be Fauci’s modus operandi.
